Tony/Iron Man has been away from the Avengers for some time, and Steve has missed him, but when he returns he's shocked by just how happy he is to have him back, like some missing part of him has returned
It's not a relationship. Steve just likes cockwarming Tony. It's not a big deal. Really. It's not.
Steve or Tony accidentally stumbles on the others praise kink. They can't resist overusing it a little.

Steve captures Tony during CW, or Tony captures Steve. But what do they do with them?

Early canon identity reveal/identity shenanigans
Steve’s kink for Iron Man
Steve realizes he’s jealous of Tony's date/fling/relationship. He does not handle it well.
Time travel: from a worse time to a better time, or a better time to a worse oe
Civil War: Tony is sure he can use his personal relationship with Steve to his advantage, Steve thinks the same about Tony. Will either be able to convince the other to their side, or will it only make things worse?
1872: Steve's never reacted to a man like he does to Tony Stark. Affection, aggravation, jealousy. He doesn't understand it at all.
Hickmanvengers: Tony doesn't know how long he can keep smiling and lying to Steve's face, knowing what he's done. He knows its necessary, but he's not sure he can keep doing it when it's tearing him apart. Steve hating him would be better than this.
CW: How does Steve cope with Tony being the one to die (like in the what if) + bonus for how he feels when Tony comes back to life
